Tense Start to Sleepy Hollow Trustee Meeting as Residents Protest Democratic Caucus
Sharp Words About Caucus; New Voting Districts May Cause Confusion at Upcoming Election; Tax Grievance Day is Feb. 21
A uniformed police officer was on the scene at last night's Sleepy Hollow Board of Trustees work session, presumably to head-off any backlash from Saturday's Democratic Caucus when a group of would-be participants were shut out of the minute-long proceedings.
About 20 people sat side-by-side at the meeting, an apparent show of support for Frank Occhipinti, former head of the Democratic Party, and Donald Caetano, prospective trustee candidate, who waited their turn to speak while the Board moved swiftly through other business.
A public hearing on the village water reservoir project was opened and closed without comment and bill payments and previous meeting minutes were approved.
Occhipinti was first to the microphone during the time allotment for public comments. He took the opportunity to chastise the Board for the manner in which the Democratic Caucus was conducted.
"How does a Caucus last one minute," he asked. "This is disgusting. It's a farce. Our people entered on time."
Occhipinti said he wanted his comments to serve as a formal Freedom of Information (FOIL) request for the video tapes at the senior center where the Caucus took place, adding, "I am going to the Justice Department." He also accused Janet Gandolfo of conflict of interest for her dual roles as village attorney and Caucus Chair positions.
Mayor Ken Wray said complaints about the Caucus should be directed to the Westchester Board of Elections, not village government, and that FOIL requests should be made in writing to the village clerk.
Caetano also described the Caucus as a "big fraud."
"You ignored all those people who came there to vote," said Caetano. "I wish to be a candidate. I can promise you if I get on the ballot I will work hard for the Village of Sleepy Hollow." Caetano later added that he went to the Board of Elections and has retained a lawyer. "I'm going to fight it."
Following Caetano, an enraged Sean Roach, a Sleepy Hollow Independent candidate for trustee, took the microphone to "condemn" disparaging comments he said were attributed to Gandolfo on Patch. She had called into question Caetano's marriage as well as residential status, in comments that were subsequently removed from the site.
"I hope she apologizes. This is disgusting," he said. "I love this village, but if this is the way it's going to be, I don't even want to run for trustee."
With that, the Board moved on to other business, prompting the swift departure of the Occhipinti-Caetano supporters.
"I guess they are really interested in village government," commented Mayor Wray.
Interestingly, after other business was concluded (see below), Anna Lopez, a social worker and community organizer who said she has worked closely and effectively with the current administration, offered a public apology to the Board.
"I am sorry," she said. "Two people have manipulated our community [referring to Sleepy Hollow's Spanish-speaking residents] and attempted to show division and pretend that this administration is not working."
She added that she was "sad" that the community members didn't stay for the rest of the meeting.
"No one has benefitted more from this administration than the poor community. I apologize. This is not the Wild West."
Other Business
Trustee Reports
Based on personal experience, Trustee David Schroedel urged everyone to clean their dryer vents, calling them a significant fire hazard.
Trustee Bruce Campbell reported that a Citizens Advisory Committee is being considered for the Recreation Department and that the Community Access TV committee will be touring the Pleasantville facility on Tuesday as a precursor to possible collaboration.
Trustee Tom Capossela said brush pick-up will continue on Mondays, water meter readings will begin on Feb. 1, and TNT baseball sign-up is on Saturday.
Trustee Karin Wompa said two new EMTs have been recruited and additional personnel have been trained in CPR and First Aid. The village calendar is now in the mail to all residents. Wompa also announced that the "Facade Improvement" program has been expanded and encouraged everyone to refer to the village calendar for more details.
Trustee Evelyn Stupel said 18 cases are on the Housing Court docket and that 26 maintenance violations were issued in January.
Administrator's Report
Village Administrator Anthony Giaccio said employees will be trained in preventing trips and falls as well as CPR and First Aid, and Devries Park fencing will be installed.
Resolutions
The Board passed a resolution identifying the village's nine election districts, which were recently redrawn by the Westchester County Board of Elections.
The changes are significant, for example, all of Philipse Manor is now in district 6 and will vote at the Hudson Valley Writer's Center; the Van Tassel Apartments are now incorporated in District 5 and will vote at the James Galgano Senior Center.

Communications
Village Clerk Paula McCarthy announced that Tax Grievance Day is Tuesday, Feb. 21 from 4 to 8 p.m. at Village Hall and that a shredding machine will be outside the hall on Saturday, Feb. 18 for public use.

I want to be clear that I was upset by the comments Ms. Gandolfo made about Caetano's personal life. Those types of comments are out of line and damage the reputation of our Village.

Hey Anna Lopez, you made a statement that you "feel safe walking into 100 College avenue at night because there are no more drug dealers". What part of the village have you visited? Thanks to the cameras, the drug dealers have relocated to the corner of Cortlandt and Chestnut, and Clinton Street, and they are a little bit more discrete. By the way, how familiar are you with the young man you were sitting next to during the board meeting? Guess you wouldnt know what a drug dealer was, if he was sitting right on your lap? Open your eyes Anna. Stop being used by Janet. Whats in it for you? What has she promissed you or your family members? Anna, are you a resident of this Village?
We would know about the drugs in this village if Krista Madsen took the time to publisize the Sleepy Hollow Court calendar, charges, and outcomes and without being censored, just as Sean Roach did in the past. What is the Village trying to hide? Scared the residents would know about the cocaine being delt to our young kids. The pills and marijuana being sold to the residents. Scared future homebuyers would be turned away when they find out young heroine users reside in the village. Those are the reports that never make it in your hands. Those are the court documents never disclosed because its behind clothes doors. Stop hiding the truth.

While I too miss the court coverage and other related stories, I do not believe that calling out Krista is either fair or relevant. She clearly makes an effort to be unbiased but obviously needs help to cover the many stories in our community. Rather than making accusations, how about volunteering to help?

JJPP77; I am sorry you feel the way you do; I understand that most people judge others according to their own actions. Let me start by saying that I was not one of the people that got paid to go the meeting, no one has promise me anything. I was taught by my family to work hard to get what I want, and I have done so all my life; as a result, I don’t need to compromise or use my community for personal gain.
Second; you talk about “drug dealers;” for me, one of the most beautiful things about this country is that everyone is innocent until proven guilty. Hence, if you have proof that this person is a drug dealer, what are you waiting for to bring the evidence forward. However, as far as I know, legally, allegations and opinions are nothing but “gossip” unless you have proof.
Third, regarding were drug deals are occurring in our community, I am very aware of what is going on; I have been working very hard to make sure that we have a safe community: a group of residents, the chief of police and I, have been working rigorously to assure that the necessary procedures are in place to prevent things like this from growing. I am sorry I could not say if you have participated, because you forgot to sign your name to the comments you made.
Fourth, no I am not a resident of Sleepy Hollow, I work here and do about 15 hours of community work weekly; what about you?

ANA, you are right. Everyone is innocent until proven guilty. Here in Sleepy Hollow, everyone is innocent, as long the Village Attorney has represented you in Sleepy Hollow Court. Luckily for that person who sat next to you at the meeting, he was represented by the Village Attorney for all his "alleged" drug charges. I have an idea, let's give him his old DPW job back. He is an upstanding member of the community. Fails the drug test, gets fired, and now gets re hired by the Village.
ANA, if you dont mind, please elaborate on how you have been trying to make this village a better, safer place. Are you on the police force now? Are you a member of the community watch program? Kind of hard to watch the community from another community isnt it? Janet is training you well. You will fit in great in this village, I mean "your community"

The amount of anger is astounding.
Seems like an adult way to handle this would be for all parties involved to say 'Though we disagree as to if the initial handling of the issue was improper, a fair reslution is to rehold the caucus on 2/xx/11 at xxpm sharp.'

Not being from here, I am trying to understand why a complaint about how a political party holds its caucus would be an official village issue? Why aren't the complaints being directed at the Democratic Party instead? Surely there must be some form of mechanism there to deal with procedural matters? Or are the parties hardwired into the government itself? Confusing.

I know we have alot of intelligent people in our Village that know how to run a Village. But let's be honest with one another. How can you start and end a caucus in ONE MINUTE? How ever you want to spin it it looks like the fix was in. Not the right way a caucus should be run. ITS A MESS!

Dana, that is a fairly ridiculous comment if ever I have seen one.
First off, every candidate so far has been given a small blurb on the Patch.com - see Sean's at http://tarrytown.patch.com/articles/elections-2012-begin-in-sleepy-hollow-with-three-independents-announcing-candidacy

But most importantly, none of the coverage so far has delved into any of the real issues. They just announced their candidacy last week and further information will undoubtedly be offered by all involved.
And please elaborate how Sean acted out in the least bit? He stated a common feeling that innapropriate comments were made and given his the integrity and dedication he showed in his former role as editor of this website, I believe he is in a great position to identify when and where innappropriate comments have been made.
Let's give ALL the candidates a chance to elaborate on their qualifications and stances since the questions you are all asking are relevant to everyone who is in the running.

The Patch has abandoned the police and court stories that made it so popular. Look at the article on the top stories of 2011, I believe 8 or 9 of them involved local police incidents. Instead we get a random sample of police blotter entries which distorts what is actually going on around here. Following the court calender opened many people's eyes to the underside of the village's they may prefer to ignore.
