Osaka-Food Safety?

It seems like every weekend I drive by the back of Osaka, there are many food safety violations and that's not without even walking inside the place. The garbage, unprotected food lying on the ground (both of which can cause contamination and pest activity, which I'm sure McDonald's is thrilled about), back door wide open without a screen to protect from fly infestation. The sushi chef should keep is finger out of his nose (picking a winner) when he is checking his phone while having a cigarette outside the back door. I can only hope proper handwashing took place after that episode. Then Mother's Day weekend, they actually had a food cart sitting outside out he back door in the 70+ degree heat. Even if the rice on the cart was properly acidified (which I'm sure they have proper ph log documentation?) thermal abuse can occur even with cooked pasta. None of the food was properly dated or clearly labeled on the cart. I have had their food before, which was excellent, but now I'm not so sure about any repeat business. The tax paying citizens of Tarrytown (including my friends and family) deserve better and should not be put at risk.
