Tarrytown Board: Monday's Meeting Agenda

Pierson Park/Andre Brook Project is about to start, Capital Budget to be approved, and other items of note for the regular board meeting.

Here is the agenda for tonight's regular meeting of the Tarrytown Board of Trustees (8 p.m., Village Hall at One Depot Plaza). With helpful notes from Village Administrator Mike Blau in italics:

  • Pledge of Allegiance

  • Miscellaneous and Liaison Reports

  • Changes and/or Additions to the Agenda 

  • Village Administrator’s Report

  • Public Hearing to amend Chapter 305, Zoning, Section 305-134.E. Additional Material to be Submitted

The Planning Board has been requesting additional information of applicants, specifically in relation to waivers and variances and the reason why these are needed and why it is in the best interest of the Village to grant the waiver or variance. This law would codify what is already occurring.

  • Public Hearing – Affordable Housing

The Village Board adopted a law to address the development of affordable housing, using the model ordinance from Westchester County as the foundation for the law. Included in the law was a provision that allowed developers to purchase units in existing buildings and placing deed restrictions on the units to assure affordability as opposed to developing new affordable housing. This law further defines those particular units.

  • Public Hearing – Building Construction to Incorporate the International Energy Conservation Code

The Village Board is considering a request from the Planning Board to adopt the International Energy Code, which is a stricter energy code than is presently being utilized throughout NYS. The State allows municipalities to adopt stricter codes than the State code in regards to energy efficiency. The state expects to adopt this code by the end of 2014.

  • Opportunity for the Public to Address the Board Only on Agenda Items.  Speakers shall have three (3) minutes to address the Board of Trustees.
  • Police Department Promotion to Detective Division – Joseph Barosa

  • Police Department Promotion to Detective Division – David Kapica

  • Fire Department Membership Changes

These are membership changes (new members) that have been approved by the Board of Fire Wardens and it requires the concurrence by the Board of Trustees before these new people actually become members.

  • Appointment of a part-time seasonal Laborer

  • Capital Budget for Fiscal Year 2012-2013

The Board of Trustees will be adopting the Capital Budget for the General Fund and Water Fund for fiscal year 2012-2013.  Every year the Board reviews a 5-year plan and approves a one-year budget for capital expenditures (purchases and projects).

  • Appropriation of Funds

The Board will be appropriating $70,287.77 in funds from the issuance of May 2011 Bond Anticipation Notes toward the debt service for May 2012.

  • Construction Manager – Pierson Park/Andre Brook Project

The project is about to start and the Board will be hiring a construction manager for the project.

  • Rejection of Bids – Evaluation for Lighting and Controls Installation

The Board will be rejecting the bids received for the energy efficiency and lighting upgrade project and authorizing the rebid of the project.

  • Purging Outstanding Parking Tickets 

The auditors have noted that there are a large amount of old outstanding tickets which are uncollectible. Purging the tickets just means that the amount is no longer on our “books”. It does not mean that the tickets are forgiven. The Village is provided a disc of the purged tickets and when people come to pay their tickets or other fines, the Village will check to see if there are any tickets in the purged file.

  • Handicapped Parking Space – Lower Main Street

The Board will be acting to create a handicapped parking space that was requested in an area where there are no spaces.

  • Parking – South Broadway, West Elizabeth Street

The Board acted a few months ago to create parking restrictions to accommodate the nursery school at Christ Church. However, the parking restrictions created a problem for the church so this change addresses the needs of both the nursery school and the church.

  • Tax Certiorari – McNamara Properties, LLC formerly Lennox

  • Tax Certiorari – Robert Corveddu

  • Approval of the Minutes of the Special Meeting of the Board of Trustees held on April 25, 2012  

  • Approval of the Minutes of the Regular Meeting of the Board of Trustees held on May 7, 2012

  • Approval of the Minutes of the Regular Meeting of the Board of Trustees held on  May 21, 2012           

  • Approval of the Minutes of the Special Meeting of the Board of Trustees held on  May 30, 2012   

  • Approval of Audited Vouchers

  • Opportunity for the Public to Address the Board.  Speakers have five (5) minutes before yielding to the next speaker; then three (3) minutes for additional comments

  • Adjournment
