Village of Tarrytown

With the Annaversary of the passing of firefighter John Kelly fast approaching, I have many questions that feel have yet to be answered. I would like to know what the fire department has done to prevent such tragic accidents.
 How is it that Deputy Chief Scott Weaver and Deputy Chief Peter S. are still responding to calls and have not been properly trained. 
These men are able to go about their daily lives with their families, while Mr Kelly's family still has unanswered questions about his death. 
Why is Mr Weaver still second in command at the DPW?
  With no one answering my questions I have inquired to the Journal News about this situation, and why it has not been taken care of.
